“The City of Roses” proved to be the ideal venue for a unique package of diverse activities reuniting America’s blinded veterans and their families at the BVA 64th National Convention. A recap of the mid-August week in Portland is featured in this issue of the Bulletin. Pictured are Major General Melvin J.
